‘Three parent’ Newcastle University medical technique is given go ahead by House of Lords

A pioneering medical technique developed in Newcastle to create babies using DNA from three different people has been given the final go-ahead. The House of Lords passed the amendment to the 2008 Human Fertilisation and Embryology Act and permit the controversial procedure, aimed at preventing serious inherited mitochondrial diseases. It means the UK has become the first country in the world to legalise the creation of IVF babies using the technique. The mitochondrial transfer technique has been developed by medics at Newcastle University, and its research was partly inspired by a North East family, who today welcomed the result. MPs, including all three main party leaders, voted earlier this month in the Commons to legalise the technique, which critics have claimed will lead to three-parent babies. The new method - which was legalised in June 2013 would take genetic material from a mother, father and a donor woman to prevent deadly diseases. Now, the first baby conceived with the Tyneside treatment could be born as early as next year. Gametes and their predecessor cells (the primordial germ cells) are differentiated from other somatic cells very early, and emigrate from the ectoderm (third week) via the extraembryonic endoderm (fifth week) into the primordium of the future gonads, the gonadal ridge. There, through an interaction with the coelomic epithelial cells, the primordium for the testis evolves in the seventh week, if a Y chromosome is present, or the primordium for the ovary in the eighth week, if it is absent . The development of the testis occurs under the influence of testosterone among other factors. This is produced by the Leydig's interstitial cells that stem from the mesenchyma of the gonadal ridge, in an initial stage of activity (beginning of the 7th week). A second surge of secretory activity of the same cells starts at puberty. This leads to the maturation of the gonadal epithelium and to the growth and lumen formation in the tubuli seminiferi contorti. Spermatogenesis, which takes place from puberty onwards leads to a 64 day-long cycle in which the spermatogonia develop into sperm cells. Chief Medical Officer Dame Sally Davies is in favour of allowing triple-DNA babies. Peers will vote today on historic legislation which would see the UK become the first country in the world to allow creation of in vitro fertilisation (IVF) babies using DNA from three different people. The Human Fertilisation and Embryology Authority (HFEA) is an executive non-departmental public body of the Department of Health. It is a statutory body that regulates and inspects all UK clinics providing in vitro fertilisation, artificial insemination and the storage of human eggs, sperm or embryos. It also regulates Human Embryo research. After the birth of Louise Brown, the world's first IVF baby, there was inevitably some concern about the implications of this new technology. In 1982, the government brought together a committee chaired by philosopher Mary Warnock to look into the issues and see what action needed to be taken. Hundreds of interested individuals and organisations gave evidence to the committee from doctors, scientists and health organisations to patient and parent organisations and religious groups. The final report has been much admired around the world for the depth and delicacy of its consideration of these very controversial and emotive issues.[citation needed] In the years following the Warnock report,[1] proposals were brought forward by the government in the publication of a white paper Human Fertilisation and Embryology: A Framework for Legislation in 1987.
