Why peers shouldn’t be reluctant to resign

Posted: Published on April 2nd, 2015

In recent years, the Upper House has made significant interventions on identity cards, detention without charge, judicial review and banning smoking in cars with children present, to name just a few. These interventions won concessions from government because they emerged from debates involving some of our leading voices on human rights, policing, legal affairs and health. The Lords, uniquely, can bring specialist knowledge and experience to topics ranging from intervention in Syria through nuclear energy to regenerative medicine. In a recent debate on mitochondrial donation, it was able to call on expertise from those intimately involved with the progress of human fertilisation and embryology legislation over the past 25 years. But, as Ive argued before, we cant perform this valuable work in splendid isolation from public opinion. And I would also argue that the Lords image problem lies more in its composition than in its work. Membership has been growing steadily since the reform of 1999, and while we are some way from the situation back then, when the House had over 1,200 members, we cannot continue on this ever upward trend. So we must seek a way of optimising the expertise the Lords brings to Parliament, while also addressing … Continue reading

Complete camel skeleton unearthed in Austria

Posted: Published on April 1st, 2015

IMAGE:The camel skeleton was unearthed near the river Danube in Lower Austria, Tulln. view more In 2006 construction began on a new shopping centre in Tulln. The works unearthed various archaeologically valuable objects that were salvaged during rescue excavations. Among these objects was also the complete skeleton of a large mammal. Large mammal uncovered during excavations in Tulln "The partly excavated skeleton was at first suspected to be a large horse or cattle," says archaeozoologist Alfred Galik from the Institute for Anatomy, Histology and Embryology at the University of Veterinary Medicine Vienna. "But one look at the cervical vertebrae, the lower jaw and the metacarpal bones immediately revealed that this was a camel." Camel bones have been found in Europe dating back to the Roman period. Isolated bones or partly preserved skeletons are known from Mauerbach near Vienna as well as from Serbia and Belgium. But a complete camel skeleton is unique for Central Europe. "Exotic animal" died in Tulln In addition to horses, the Ottoman army also used camels for transportation and as riding animals. In cases of scarcity, the soldiers also ate the animal's flesh. But the skeleton found in Tulln was complete. "This means that the animal … Continue reading

Fertility unit to close doors for the last time today

Posted: Published on March 31st, 2015

DORCHESTER'S BMI The Winterbourne Hospital will close its fertility unit for the final time today. The hospital announced earlier this year that it was to close its IVF programme as a decrease in demand had left the service unviable. Consultant gynaecologist Julian Pampiglione said: "Although the hospital will still provide normal some fertility investigations there will no longer be a fertility laboratory on site and this means we will not be able to offer any procedure involving fertilisation of eggs and sperm. "We are in the process of developing links with selected licensed IVF centres to help people in the immediate area have some parts of the treatments locally such as the counselling, ultrasound scanning and blood hormone monitoring necessary for treatment. "This will help those needing treatment for it to be more convenient and it will also reduce the travel burden that treatment elsewhere will inevitably otherwise incur." Since 1997 a total of 990 babies have been delivered following licensed treatment at the hospital and with 23 babies yet to be born the facility is expecting its 1,000th baby to be born in June. Mr Pampiglione said the medical, embryology, nursing and administration teams are proud of what they … Continue reading

Agriculture is in North Iowa woman’s blood

MASON CITY | Farming has changed a lot since Linda Anderegg's days of growing up on a dairy farm north of Mason City. However, one thing has remained the same her passion about agriculture. "It's where I grew up, and I really liked growing up on a farm," said the co-coordinator of North Central Iowa Ag in the Classroom. "I wouldn't trade that for anything." "I guess you could say it's kind of in your blood," she added. North Central Iowa Ag in Classroom was formed in 1998 when Farm Bureau boards in Cerro Gordo, Franklin, Hancock, Winnebago and Worth counties decided ag education was important to them. Having been with Cerro Gordo County Farm Bureau since 1988, Anderegg, and Brenda Adams in Hancock County, were asked to lead the program. Classroom visits were sporadic in the beginning and often wherever they knew teachers, but eventually word spread about the program. "One school would hear about something or see it in the newspaper and then ask how they got us to visit," Anderegg said. Now four co-coordinators visit more than 27 schools in north central Iowa teaching hands-on lessons about various aspects of agriculture including livestock, corn, soybeans, embryology and … Continue reading

Republican frostiness toward modern science gathers pace

Republican Senator James Inhofe uses a snowball as a prop to argue against the science of climate change. Photo: C-SPAN Washington: The winter has lingered on the American east coast, so much so that this month the new Republicanchairman of the Senate environment and public works dommittee, James Inhofe, of Oklahoma, was able to bring a dripping snowball onto the floor of the chamber and lob it underarm toward the chair as evidence against global warming. Props aside, Mr Inhofe's position was of no surprise. He is the author of the bookThe Greatest Hoax How the Global Warming Conspiracy Threatens Your Future, which uses biblical arguments to support its case that there is a vast left-wing conspiracy behind the scientific consensus that humans are causing climate change. Only God can change the climate, he argues. Mr Inhofe's views on climate change and scientific endeavour more broadly are not rare among Republicans who since sweeping midterm election victories have increased their control of crucial congressional committees. In the last term one of Mr Inhofe's Republican colleagues on the House of Representative's science, space and technology committee, was Paul Broun, a medical doctor by training, who said at a speech in 2012, … Continue reading
