Fast-tracking international surrogacy: reforming the law for parental orders – Lexology (registration)

Posted: Published on August 27th, 2017

The legal procedure for obtaining a parental order in England and Wales is complicated. It can be both confusing and expensive for applicants. In Re Z (Foreign Surrogacy: Allocation of Work: Guidance on Parental Order Reports) [2015] EWFC 90 Russell J said that international surrogacy cases invariably involve some legal complexity. As a result, all proceedings under section 54 of the Human Fertilisation and Embryology Act 2008 (s54 HFEA 2008) where the child was born outside of England and Wales are allocated to a High Court judge. At the moment, applications for parental orders in international cases involve two hearings. The first is a directions hearing at which the judge timetables the filing of evidence, directs a parental order report and lists a final hearing. The second is the final hearing at which the order is made, usually without complication. However, as surrogacy has increased in popularity, so has the number of relatively straightforward cases and the need for reform is clear. Not all international cases involve legal complexity, yet the stringent rules and processes continue to apply. In these cases, it would seem eminently sensible if the two hearings could be condensed to one. This happened in a recent … Continue reading

Meet ‘dark DNA’ – the hidden genes that may change how we think … – ScienceAlert

Posted: Published on August 27th, 2017

DNA sequencing technology is helping scientists unravel questions that humans have been asking about animals for centuries. By mapping out animal genomes, we now have a better idea of how the giraffe got its huge neck and why snakes are so long. Genome sequencing allows us to compare and contrast the DNA of different animals and work out how they evolved in their own unique ways. But in some cases we're faced with a mystery. Some animal genomes seem to be missing certain genes, ones that appear in other similar species and must be present to keep the animals alive. These apparently missing genes have been dubbed "dark DNA". And its existence could change the way we think about evolution. My colleagues and I first encountered this phenomenon when sequencing the genome of the sand rat (Psammomys obesus), a species of gerbil that lives in deserts. In particular we wanted to study the gerbil's genes related to the production of insulin, to understand why this animal is particularly susceptible to type 2 diabetes. But when we looked for a gene called Pdx1 that controls the secretion of insulin, we found it was missing, as were 87 other genes surrounding it. … Continue reading

Warnings over shock dementia revelations from ancestry DNA tests – The Guardian

Posted: Published on August 27th, 2017

People who use genetic tests to trace their ancestry only to discover that they are at risk of succumbing to an incurable illness are being left to suffer serious psychological problems. Dementia researchers say the problem is particularly acute for those found to be at risk of Alzheimers disease, which has no cure or effective treatment. Yet these people are stumbling upon their status inadvertently after trying to find their Viking, Asian or ancient Greek roots. These tests have the potential to cause great distress, said Anna Middleton, head of society and ethics research at the Wellcome Genome Campus in Cambridge. Companies should make counselling available, before and after people take tests. The issue is raised in a paper by Middleton and others in the journal Future Medicine. A similar warning was sounded by Louise Walker, research officer at the Alzheimers Society. Everyone has a right to know about their risk if they want to, but these companies have a moral responsibility to make sure people understand the meaning and consequences of this information. Anyone considering getting genetic test results should do so with their eyes open. Alzheimers is linked to the build-up in the brain of clumps of a … Continue reading
