Lawmaker says adjustments needed in law mandating autism coverage

The Kansas House member who last session championed a bill that expanded insurance coverage for autism treatment said it may be adjusted in the upcoming legislative session. Rep. John Rubin, a Shawnee Republican who was re-elected last week, said he will propose changes to House Bill 2744, which was a compromise struck between insurance companies and autism treatment advocates. Were going to continue on it, Rubin said of the autism bill. As with a lot of kind of significant legislation, theres some cleanup that I think needs to be done. The bill passed last session was expected to extend coverage to about 750 Kansas children from birth to age 5, which is about 20 percent of those estimated to need such treatment in the state. The new mandate requires insurance companies to cover up to 25 hours per week of a therapy known as applied behavior analysis treatment. Rubin said when the legislative session begins in January, he will push to loosen licensure requirements established in HB 2744 that restrict who can provide the treatment. Rajan, contributing writer Researchers at Lund University in Sweden have made a major breakthrough in Parkinson's disease treatment by developing stem cell-derived brain cells that can replace the cells lost due to the disease, thus paving the way for the first stem cell transplant treatment for Parkinsons patients. Parkinson's disease, which affects about 10 million people worldwide, is a degenerative nervous system condition which causes tremors, muscle weakness, stiffness, and loss in mobility. Parkinson's is caused by loss of dopamine-producing neurons in the brain. Dopamine is an essential neurotransmitter that is required for regulating movement and emotions. In this study, for the first time ever, the researchers were able to convert human embryonic stem cells into dopamine producing neurons, which behaved like native dopamine cells lost in the disease. The study was led by Malin Parmar, associate professor in Lund's Department of Medicine, and conducted at both Lund University and at MIRCen in Paris as part of the EU networks NeuroStemCell and NeuroStemcellRepair. NCAA urged to formulate concussion penalties

A US congressman prominently involved with traumatic brain injury issues wants the NCAA to penalize schools that violate concussion management guidelines. Rep. Bill Pascrell Jr. (D-N.J.) sent a letter Wednesday to NCAA president Mark Emmert urging the association to create mandatory guidelines about how to care for concussions, according to a copy released by Pascrell's office. Pascrell previously wrote to Big Ten Commissioner Jim Delany asking the Big Ten to investigate Michigan's mishandling of concussed quarterback Shane Morris and to assess penalties for violating the conference's concussion protocol. "In his response to me, Commissioner Delany declined to address that request," Pascrell wrote in his letter to Emmert. "If individual conferences are not going to monitor and penalize concussion management protocol violations, the NCAA must step in and assume that responsibility." Pascrell is co-founder and co-chair of the Congressional Brain Injury Task Force. He helped get legislation passed in 2010 after the death of a New Jersey high school football player.
