Senators approve limited cannabis oil access

DES MOINES The Iowa Senate on Thursday approved a narrow opening for Iowa parents with children suffering from severe epilepsy to be able to access cannabis oil as a treatment option. After an emotion-charged debate, senators voted 36-12 to pass Senate File 2360, a bill that legalizes the possession and medical use under certain conditions of cannabidiol, a non-psychoactive component of marijuana that backers say possesses a wide range of therapeutic benefits. Ten Republicans joined 26 Democrats in passing the bill. The oil that we are talking about does not produce a high, said Sen. Charles Schneider, R-West Des Moines. The bill we put together will not open the door for recreational use. The measure, which now goes to the Iowa House for consideration, would give prosecutorial immunity to people who possess cannabidiol, a non-smokable oil extract of marijuana with a low THC level to treat seizures. It would require patients or their caregivers to obtain a state-issued registration card to possess the drug and to have a neurologists recommendation to obtain the license. The last time Annie Parkinson, 60, of Holden, had a drink or used drugs was June 13, 1982, when she was 28 years old. Ten years after she embarked on what she calls her long-term recovery, Ms. Parkinson, who worked for the former Norton Co., decided to change careers and become a therapist. She got her master's degree in therapy from Assumption College and now works at Community Healthlink in Worcester as the Suboxone coordinator for the Homeless Outreach & Advocacy Program. She also is an advocate for recovery and treatment. Her clients at HOAP are homeless people in recovery for addiction to opiates: heroin and prescription painkillers. Suboxone, or buprenorphine, blocks the opiate receptors in the brain so people can't get high. While the Suboxone program addresses opiate addictions specifically, Ms. Parkinson said the issues underlying addiction are universal. "I think a drug is a drug is a drug. It doesn't matter if you drink it, you smoke it, you shoot it, you eat it. I think they're all the same," she said. "They're all lethal in the end. Walk MS is scheduled to take place in 20 communities throughout Wisconsin in 2014, including Saturday morning in Eau Claire on the UW-Eau Claire campus. There is no registration fee, but Walk MS participants are encouraged to make a donation or fundraiser. More than $1.3 million was raised through Walk MS events in Wisconsin last year. The money supports MS-related research, programs and services. More than 10,000 children, women and men in Wisconsin are known to be diagnosed with multiple sclerosis, which is believed to be one of the higher prevalence rates in the nation. What is the treatment for ataxia? The treatment of ataxia depends upon the underlying cause. Should the ataxia be found to be irreversible, physical and occupational therapy are the cornerstones of care, focusing on safety, mobility, maximizing function, and improving quality of life. Ataxia is the sign of an underlying disease or illness and the prognosis depends upon the response to treatment of that underlying cause. For example, some causes of ataxia may be reversible (electrolyte imbalance, exposure to certain chemicals) so the prognosis is good while others (genetic, irreversible alcohol damage) may have a fair to poor prognosis. Since ataxia is the sign of an underlying disease, it may not necessarily be preventable. However, avoiding external causes of ataxia (environmental chemicals and toxins) may prevent some individuals from developing ataxia. Currently, genetic causes are not preventable.
