Portugal decriminalized all drugs in 2001; what can it teach Illinois?

Liberalized drug laws are on the rise, with Chicago decriminalizing marijuana possession, the Illinois House approving pot for medical use and two states legalizing the substance altogether. But those are baby steps compared with the drug policy adopted by Portugal. In 2001, alarmed by a wave of heroin addiction, the small European nation decriminalized possession of all drugs, from pot to cocaine. Instead, it sends people caught with small amounts to "dissuasion commissions" that warn them about abuse, levy sanctions ranging from small fines to community service or, if needed, guide them into treatment paid for by the government. Nuno Capaz, a sociologist who serves on one of the commissions in the capital, Lisbon, visited Roosevelt University on Wednesday to discuss his country's approach. In an interview with the Tribune, he stressed that drugs are not legal in Portugal someone walking down the street with a joint or Ecstasy will still run afoul of police but the offense is handled as a health issue, not a crime. STORY HIGHLIGHTS Los Angeles (CNN) -- A lawyer for Michael Jackson's family seemed satisfied as he left the Los Angeles courthouse after the first week of the pop star's wrongful death trial. "There's a long way to go and we hope the evidence supports -- and we believe it does -- that Dr. (Conrad) Murray was unfit for the job he was hired to do," attorney Brian Panish said. "He was financially motivated and was in serious financial straits." Jackson's mother and three children are suing AEG Live, contending the concert promoter is liable in the pop icon's death because it hired, retained and/or supervised Murray, the doctor convicted of involuntary manslaughter. Murray's fatal treatment of Jackson with the surgical anesthetic the coroner ruled killed him was the result of the doctors' financial desperation and pressure from AEG executives to have Jackson ready for rehearsals for his comeback tour, Jackson lawyers argue. London Drugs sues alleged Stanley Cup rioters

London Drugs is suing 14 people they believe looted its Georgia Street store during the Stanley Cup riot in 2011. The Richmond-based pharmacy and retail chain is the first company to file civil suits in small claims court against the alleged rioters. Rioters tried for two hours to get into the downtown Vancouver store, eventually breaking through security bars and stealing more than $450,000 worth of goods and causing more than $200,000 in damages, according to the company. Chief executive officer and president Wynne Powell says London Drugs does not expect to get paid for the damages. "This isn't about the money," he said. "This is about making a statement of behalf of our staff, who thought their lives were going to come to an end that night, and for Vancouverites who will not tolerate that sort of behaviour in our society." Small claims court hears cases involving civil complaints of up to $25,000. Powell alleges that one rioter stole electronics and sold the product online for $1,600. Pharmacist discovers cancer patients received diluted chemo drugs

TORONTO, May 2 (UPI) -- More than 1,000 cancer patients across Ontario received diluted chemotherapy drugs, a pharmacy assistant at a hospital in the Canadian province discovered. The woman and two other pharmacy assistants at Peterborough Regional Health Centre uncovered the problem when they received a shipment of chemotherapy drugs from a new supplier on March 20, the Toronto Sun reported. The assistants compared the label of the new drugs with the one from their previous supplier, Medbuy, a bulk purchasing agent for the hospital, and discovered the chemotherapy drugs from Medbuy had been diluted. "PRHC is very proud of these alert and dedicated staff and all of our health professionals who are continually focused on safe, excellent quality care," said Dr. Peter McLaughlin, the hospital's chief medical officer, testified Tuesday at a hearing for the investigation into the scandal. Only one patient at PRHC was exposed to the diluted chemo drug, McLaughlin said. However, more than 1,000 cancer patients across Ontario received the watered down chemotherapy drugs, the newspaper said. The problem was caught March 20 when a pharmacy assistant at the Peterborough Regional Health Centre doubled-checked the label of a bag containing a mixture of saline and the drug gemcitabine from Marchese Hospital Solutions. The assistant, who wants to remain anonymous, noticed that the label on the Marchese bag was different from the one from their previous supplier Baxter, said Laura Freeman, the chief financial officer of the 400-bed hospital. It was the first day the hospital was using the bags from Marchese, which is why they still had some left over from Baxter, she said. The assistant noticed that the Marchese label only listed the amount of the drug gemcitabine in the bag, not the final concentration of the drug per millilitre of saline.
