Experts urge illegal drugs rethink

Using illegal drugs is like gambling or eating junk food and there needs to be a wholesale review of the Government's approach, the independent body that analyses drug laws has said. There are "some moderately selfish or risky behaviours that free societies accept will occur and seek to limit", the final report of the UK Drug Policy Commission (UKDPC) said. Its six-year study found much of the 3 billion the UK spends annually on tackling illicit drugs is not based on evidence and, until Government pursues policies based on what works, it will continue to waste public money and damage lives. Calling for a "wholesale review" of drugs laws and the classification system, it said possession of small amounts of drugs for personal use should be made a civil offence instead of a criminal offence. Some 42,000 people in England and Wales are sentenced each year for the possession of drugs, with about 160,000 people given cannabis warnings, the report added. For cannabis, there was also "an argument that amending the law relating to the growing of it, at least for personal use, might go some way to undermining the commercialisation of production", the UKDPC said. Children with ADHD say stimulant drugs help them

LONDON (Reuters) - Children with attention deficit hyperactivity disorder (ADHD) who take stimulants such as Ritalin tend to feel the drugs help them control their behavior and do not turn them into "robots" as many skeptics assume, a study found on Monday. The research, which for the first time asked children taking ADHD drugs what they felt about their treatment and its effects, found that many said medication helped them manage their impulsivity and make better decisions. "With medication, it's not that you're a different person. You're still the same person, but you just act a little better," said Angie, an 11-year-old from the United States who took part in the study and was quoted in a report about its findings. The results are likely to further fuel the debate in the United States and Europe about whether children with ADHD, some as young as four years old, should be given stimulants. ADHD is one of the most common childhood disorders in the United States, where an average 9 percent of children between the ages of five and 17 are diagnosed with it each year. Survey results confirm difficulty recruiting pharmacy staff

While the Governments voluntary bonding scheme failed to include pharmacists in its recent widening, the results of the Pharmacy Guild of New Zealands annual Remuneration Survey have found that recruiting professional pharmacy staff has become more difficult, with 24% of pharmacies trying to recruit saying they had difficulty. This figure is up from 15% in 2011. The Pharmacy Guild of New Zealand (the Guild) supported the Pharmacy Councils submission in 2009 to widen the voluntary bonding scheme to include pharmacists and pre-registration pharmacists. The Guild believes including pharmacists and pre-registration pharmacists in the voluntary bonding scheme would help alleviate staff shortages in rural pharmacy and improve access to health care for rural populations. The primary reason given by respondents for the difficulty recruiting pharmacists and technicians was because the pharmacy was located in a rural area. The Remuneration Survey was conducted in August and September, primarily via an online survey tool, and summarises information on 1,344 positions from 241 pharmacies. Other interesting findings from the Survey: - The median number of prescription items is just under 77,000 - up from 70,000 in 2011. Dog that lost snout saving girls arrives in US for surgery

AsiaOne Saturday, Oct 13, 2012 DAVIS, California - The canine that was horribly disfigured after saving two girls in the Philippines has arrived in California, Davis, said the Associate Press. Veterinarians at the University of California (UC) there will try to fix the injuries of Kabang, which became famous in the Philippines when it got in front of a speeding motorcycle to save its owner's young daughter and niece. The crash took off its snout and upper jaw. Veterinarians in the Philippines were unable to treat the injury andthedoghas been living with its open wounds since. The surgeons at UC say that Kabang will be undergoing stem cell treatment and will be requiring multiple surgeries, but they are confident they can improve its condition. Last Sunday, almost 300 pet loversattended a farewell partyfor Kabang in the Philippinesas a send-off for the courageous two-year-old dog. Sunday, Oct. 14, 2012 BOSTON The U.S. hospital where researcher Hisashi Moriguchi claimed to have conducted a cutting-edge stem-cell treatment said Friday there are no records of him having undertaken the procedure or applying for approval to carry it out. Moriguchi earlier said he had conducted the procedure on six patients at Massachusetts General Hospital, affiliated with Harvard University, where induced pluripotent stem (iPS) cells produced from the livers of the patients, who were suffering from heart disease, were transplanted after growing them into heart muscle cells. When confronted by reporters Friday in New York, however, Moriguchi was evasive about whether he actually performed the clinical procedure. "I would like to tell you the truth" on another occasion, he said. Citing a hearing from a doctor who has coauthored reports with Moriguchi, the Massachusetts hospital said that "Dr. (Raymond) Chung has no knowledge of the clinical procedure that Dr. Moriguchi reported" recently at a stem-cell confab in New York. Last Tuesday Finance Minister Tonio Fenech again failed to answer a number of Parliamentary Questions submitted to him five months ago relating to the Prospectus currently in force of the La Valette Property Fund. This prospectus carries a statement that it is approved by the MFSA when it is patently obvious that the Prospectus contradicts the result of the investigations of the MFSA of June 2011. Till today the PQs remained unanswered both in and out of parliament. The Property Fund is still open for subscriptions from the general public. The Malta Financial Services Authority (MFSA) has had enough time to answer in terms of the Press Act to explain their standards of transparency and accountability as a public authority entrusted with investment protection.
