Tricare pharmacy clients get a reprieve on co-pay hikes

Posted: Published on September 17th, 2012

Published: Monday, September 17, 2012, 12:01 a.m. The 112th Congress has reconvened after a five-week recess, primarily to pass a continuing appropriation resolution that will allow federal departments, including defense, to continue to spend at 2012 budget levels until new funding bills are passed after the Nov. 6 election. The measure that both chambers are expected to approve next week, before lawmakers resume campaigning, would expire March 27. That date, however, does not remove the threat of budget sequestration on Jan. 2 when deep, across-the-board cuts in federal programs are scheduled to take effect unless Republicans and Democrats can cut a major deficit-reduction deal. The measure will allow the House and Senate to delay passing a final defense authorization for fiscal 2013, which begins Oct. 1. And that is where the reprieve occurs for users of the Tricare pharmacy benefit. Both the House and Senate versions of the defense bill block the Obama administration's plan to increase Tricare enrollment fees for military retirees, but they would allow hefty increases in co-pays at Tricare retail pharmacies and through mail order or "home delivery" program. Language in the House bill (HR 4310) is more favorable to beneficiaries, allowing only part of co-pay … Continue reading

September 16, 2012 Christine Wood/Staff Writer Five-year-old Rylan Johnstone will be heading to China in just two weeks with his mom and grandma, who hope the stem cell treatments he gets there might cure his blindness. The family leaves on Sept. 23, bound for the Beike Biotech Centre in Guangzhou. During a three-week stay at the centre, Rylan will receive three packets of stem cells by intravenous. Then the family will wait to see what happens. Beike claims the stem cells help the body repair itself, resulting in cures for things like brain injuries, cerebral palsy, muscular dystrophy and optic nerve damage in some patients. It varies. Some people dont see any real improvement while theyre there. Other parents have said their kids suddenly start pointing at something, and they realize its light, Rylans grandma Alison Johnstone said. And its supposed to keep working for up to two years so it varies. Ive heard people whose kids have excelled at everything but sight. So we dont have any expectations, and we know theres that 20 to 25 per cent that really wont see a lot so we have to be prepared for that. But in saying that, if we didnt … Continue reading

Minnesotans' methadone use carries deadly risks

Posted: Published on September 16th, 2012

Methadone, a drug available since the 1960s and deemed by the National Institute of Health and the Centers for Disease Control as "the most effective treatment for opiate addiction," is in essence a risk-versus-reward system. Proponents say it's better to have addicts of drugs such as heroin and Oxycontin hooked and functioning on methadone -- itself a strong, risky narcotic -- than to be breaking laws to get a fix. But in Minnesota, and the northern tier in particular, that treatment comes at a steep cost, a News Tribune investigation, published Sept. 16, found. Since 2001 in Minnesota, 392 people have died of methadone-involved overdoses. From 2006 to 2010, the number of deaths almost equals those who died from firearms. In the Duluth area, at least 38 users have died from methadone overdoses since 2001. At least 11 of those reported methadone deaths since 2001 are of people with ties to the Fond Du Lac Band of Lake Superior Chippewa near Cloquet, which helps explain why Carlton County has the highest per-capita methadone death rate in Minnesota, more than three times the state's rate. "If this were bird flu, we'd be on the cover of Time magazine. We'd be in … Continue reading
