Maldon woman given 'one last chance' to break drug habit

March 15, 2013, 9 p.m. A MALDON woman was given one last chance to break her drug habit in Ballarat Magistrates Court yesterday. Zanda Green, 26, received a 12-month jail sentence, with a three month non-parole period, for an aggravated burglary in February and stealing from Safeway in December to which she pleaded guilty to yesterday. Magistrate Frank Jones commended Green on how well she looked, describing her remand hearing last month as not pretty. Green, who has spent 23 days on remand, admitted she had no memory of her last court appearance due to her drug dependency. Police prosecutor Senior Constable Steve Kent said Green entered the Safeway supermarket in Albert Street, Sebastopol, on December 30 last year, putting items in her handbag before running out. She was apprehended by a passing Ballarat Highway Patrol unit at a nearby block of flats. A search of her car revealed more stolen supermarket items, totalling $1000. The court had previously heard Green was caught by a homeowner after she broke into his home on February 21. For "calming down": Bex was popular throughout the 1960s and '70s. There used to be a stoic resistance to taking drugs to treat even the worst of ailments. Migraines, muscle pain and insomnia were seen by the Silent Generation - those who came before the baby boomers - as treatable through a cup of tea, a warm bath, a lie down or some fresh air. But come the 1960s and a medical element was added to that mix after a marketing phrase entered the vernacular - ''Have a cup of tea, a Bex and a good lie down''. Bex, the analgesic comprised of aspirin, phenacetin and caffeine, became an Australian icon. Overdoses of drugs, particularly prescription painkillers and heroin, have overtaken AIDS to become the leading cause of death of homeless adults, according to a study of homeless people in Boston released last month. The finding came from a five-year study of homeless adults who received treatment from the Boston Health Care for the Homeless Program. But its broad conclusions apply to homeless populations in many urban parts of the United States, the studys author and homeless advocates said. The tripling in the rate of death by drug overdose reflects an overall rise in painkiller abuse, said Dr. Travis Baggett of Massachusetts General Hospital, the lead author of the study published Feb. 11 in the journal JAMA Internal Medicine. This trend is happening across the country, in non-homeless populations, too, Baggett said. Homeless people tend to experience in a magnified way the health issues that are going on in the general population. The study, which tracked 28,033 homeless adults from 2003 through 2008, found that of those who died, 17 percent died of drug overdoses, while 6 percent died of causes related to HIV, the virus that causes AIDS. A drug-addicted anaesthetist who infected 55 women with hepatitis C has today been jailed for at least 10 years. Hackensack anti- drug alliance to receive state grant

The Hackensack Municipal Alliance to Prevent Alcohol and Drug Abuse (HAPADA) proposed a grant in the amount of $15,279 for prospective 2013 funding under the New Jersey Governor's Council on Alcohol and Drug Abuse (GCADA), according to city officials. BERNADETTE MARCINIAK/STAFF PHOTOGRAPHER Marcella Davis and Wendy Christmas lead an after-school program at the Hackensack Housing Authority as part of the Hackensack Alliance to Prevent Alcohol and Drug Abuse. HAPADA has seven programs that are meant to eliminate and reduce alcohol and drug use within the community one of these seven programs is the After-School Homework & Support Centers. HAPADA has proposed a $15,279 grant amount for 2013 funding. The municipality agreed to develop a comprehensive plan to provide matching funds equivalent to $3,819 in cash and $11,459 in in-kind match in addition to the $15,279, as per a resolution passed on Feb. 5. Though grants are distributed amongst different counties and municipalities, award recipients are required to match the grants with a cash-match to the equivalent of 25 percent of the award and 75 percent in in-kind services. Billings man sentenced for drug -debt abduction

A Billings man charged for abducting a man who was tied to a chairwhile an X was shaved into his head was sentenced Tuesday in District Court. Shawn Alexander Rohrer, 21, was ordered by Judge Gregory Todd to serve a five-yeardeferred sentence for felony kidnapping. Rohrer was also ordered to pay a $1,000 fine andcontinue to follow mental-health and chemical-dependency treatment recommendations. Rohrer briefly apologized before he was sentenced. His attorney, Lance Lundvall, said Rohrer suffered a traumatic brain injury in August 2011that influenced his behavior. Rohrer and 24-year-old Timothy John Keil were charged with kidnapping and other offenses after they confronted a man last Aug. 8 over a $700 marijuana debt. The victim said Rohrer and Keil threatened to hurt his family and rape his girlfriend in front of him if he didn't get in their car. They then drove to a residence on Foster Lane. The victim was then tied to a chair andan X was shaved into his head. Rohrer and Keil then left, andthe man was able to free himself and call police. IN ANY city in any world, drug abuse is a problem. No matter how developed or poor a country is, drug abuse is always present. Anybody can be addicted to illegal drugs, minors, people of age, even senior citizens. A vice so flexible and available is a vice difficult to quit. Illegal drugs, their trafficking and usage isnt simply a crime, but is also a social issue. Davao City has its own share of drug problems, and has agencies dedicated to stopping them. Davaos success in its anti-drug campaign however still remains a question. The Dangerous Drugs Act of 2002 is a policy of the State to safeguard the integrity of its citizens, especially the youth from the harmful effect of illegal drugs on their physical and mental well-being. The government shall also pursue an intensive and unrelenting campaign against the usage and selling of illegal drugs through careful planning and implementation which can be achieved through educating the people and arrest violators.
