"Over the last couple of years, management at RUMC has made real progress in growing the physician base," Klein said. "That gave us a more comfortable foundation to build upon."

The partners plan to enter into joint ventures to develop co-branded ambulatory care practices on Staten Island. The deal does not represent a merger, and RUMC will maintain control over governance of the hospital and its finances.

Executives at the two organizations said the deal will enhance services on Staten Island and provide a link to Mount Sinai for patients who need certain complex services, such as open-heart surgery and bone marrow transplants. For RUMC, the deal connects it to an eight-hospital system that can support its clinical programs and share treatment protocols on evolving issues, such as Covid-19.

"This relationship doesn't mean that the care that we've developed and that we continue to grow is going to be migrating off Staten Island," said Daniel Messina, CEO of Richmond University Medical Center. "I think that's been an important, defining discussion with Mount Sinai. That is not on their agenda."

The Staten Island hospital, which is a Level 1 trauma center, has been investing in its campus and is in the middle of a more than $65 million renovation of its emergency department in a building that will also house a new space for its surgery department on the second floor.

"We're going to make every attempt to bring care locally here and continue to build on some tremendous building blocks that we have here already," Messina said.

Mount Sinai is not committing any money to the hospital for capital investment. The health system will help RUMC with physician recruitment and provide opportunities for the hospital to participate in clinical research. It is exploring whether the Icahn School of Medicine at Mount Sinai would sponsor residency programs at the hospital. Doctors at RUMC will also be considered for privileges at Mount Sinai hospitals and faculty appointments at its medical school.

RUMC is the fifth hospital to enter a clinical affiliation with Mount Sinai, joining the Brooklyn Hospital Center, BronxCare Health System as well as Holy Name Medical Center and Valley Hospital in New Jersey.

"We've learned the value of affiliated, not just owned, relationships," Klein said.
